CONSTITUTION OF THE INTERSCHOLASTIC ATHLETICS COMMITTEE


ARTICLE I - NAME

The governing body of the Los Angeles City Section of the California Interscholastic Federation shall be known as the Interscholastic Athletics Committee of the Los Angeles Unified School District and member charter schools.

ARTICLE II - JURISDICTION AND PURPOSE

A. Jurisdiction

  1. The Interscholastic Athletics Committee is responsible to the Los Angeles Unified School District Board of Education, and to member charter schools. The committee is the governing body of the Los Angeles City Section of the California Interscholastic Federation and operates within the framework of the CIF consistent with Board policy

  2. The General Superintendent of Schools will implement the established policies of the Board of Education with relation to senior high school interscholastic athletic activities. The Interscholastic Athletics Committee shall be responsible for:

    1. Recommending the development of all rules and regulations on matters of policy governing athletics and enforcing same.

    2. Recommending releaguing matters to the General Superintendent and Board of Education.

    3. Serving as a committee of appeals on all matters appropriately brought to its attention by leagues, schools, and individuals.

  3. The Rules Sub-Committee shall be responsible for:

    1. Constituting a court of last authority in all matters of eligibility, consistent with the constitution and by-laws of the California Interscholastic Federation.

    2. Making rules and decisions in any and all other matters which may be brought to its attention by the individual schools, leagues, or by the Senior High School Principal's Organization, coaches associations, or by the Superintendent or his designee.

    3. The right of appeal to the Board of Education within prescribed policy is not limited by any provision herein.

  4. The Director of Interscholastic Athletics (CIF Los Angeles City Section Commissioner) shall act as a liaison agent between the Interscholastic Athletics Committee and the various leagues and schools for the purpose of coordinating, unifying, and regulating the city-wide policies.

ARTICLE III - MEMBERSHIP

  1. Voting
    The membership of the committee shall consist of representatives of the senior high schools, eight principals appointed by the Senior High School Principal's Organization (equal male/female and geographical representation when possible), four Assistant Principals appointed by the Senior High School Assistant Principal's Organization (two male/two female), four coaches (two coaches of men's sports, two appointed by Coaches of Women's Sports Los Angeles), six Athletic Directors appointed by the Los Angeles Athletic Director's Association (three male and three female), two community representatives (one male, one female), four students (two male, two female), and up to three at-large members from the community.

  2. Nonvoting Members
    The executive secretary (Director of Interscholastic Athletics) and the athletic specialists (if applicable) shall be nonvoting members of the committee.

  3. Ex-officio Members
    The Director, High School Programs, and Supervisor, Student Body Finance, shall be ex-officio members of the committee. Ex-officio members shall not vote.

  4. Selection of Representatives
    The process by which the committee members are selected shall be determined by the group they represent. Selection of at-large members will be made by a sub-committee of the Interscholastic Athletic Committee, based on applications submitted at the time of a vacancy.

  5. Attendance
    If a member does not fulfill his/her commitment to the Interscholastic Athletic Committee, the Chairperson will have the discretion to request the member's representative organization to choose a replacement prior to the next meeting.

ARTICLE IV - OFFICERS

The officers of this committee shall be a chairperson, a vice chairperson and the Director of Interscholastic Athletics, who shall be the executive secretary. The chairperson and the vice-chairperson shall be elected by the committee at its first meeting of the school year.

ARTICLE V - DELEGATES

The delegates to the California Interscholastic Federation shall be selected by the Interscholastic Athletics Committee.

ARTICLE VI - MEETINGS

There shall be a general meeting for the purpose of organization within a month after the opening of the fall term, and there shall be such other meetings as circumstances and necessity shall dictate. The meeting shall be called by the chairperson, or the chairperson upon petition of a majority of the members of the committee. Executive sessions may be called for the discussion of personnel and staff matters.

ARTICLE VII - QUORUM

A quorum shall consist of a majority of all voting members of the committee.

ARTICLE VIII - AMENDMENTS

Any part of this constitution may be amended by the General Superintendent, Board of Education, or by a two-thirds affirmative vote by the members of the Interscholastic Athletics Committee, subject to ratification by the General Superintendent or his designee and the Board of Education. The proposed amendment must have been read at a previous regular or called meeting of the Interscholastic Athletics Committee.
