ATHLETIC ELIGIBILITY INFORMATION BULLETIN

CIF APPROVES NEW STATEWIDE TRANSFER ELIGIBILITY RULES The new rule will take effect July 1, 2007 The most significant chamge is that a ninth grade student is now able to change schools prior to the start of their sophomore year without a valid change in residence and be athletically eligible, assuming they are eligible under all other State and Section rules. The addition of language that strongly discourages student-athletes from transferring, withor without avalid change in residence, for athletic purposes. Any appeal of tranfer eligibility will go to the Section Commissioner who will rule on the transfer. A full copy of all approved bylaws, the related forms and handbooks for school administrators, parents nd students will be available on the State CIF web site by mid-May (www.cifstate.org). HOW TO PROTECT YOUR ATHLETIC ELIGIBILITY
Your high school years will be highlighted by participation in your school's interscholastic athletic program. These will be some of the most enjoyable years of your young life. During this time, the CIF Los Angeles City Section has standards that you must meet in order to be eligible to compete. In addition, there may be local school standards, which apply.
Information contained in this pamphlet will acquaint you with some of the by-laws and regulations all the students must follow in order to protect athletic eligibility. Any questions that you have concerning the standards referred to in this pamphlet should be directed to your school administrator or athletic director.
The eligibility standards of the CIF Los Angeles City Section have been adopted by IAC and were accepted by your school as a continuing CIF Los Angeles City Section Member.
You are urged as a student athlete to study these standards carefully, and to share them with your parent or guardian. We want you to enjoy your school years.
RESIDENTIAL ELIGIBILITY
A student has residential eligibility upon initial enrollment in:
- The ninth grade of any California Interscholastic Federation high school, or
- Any California Interscholastic Federation high school as a member of an approved foreign exchange program as outlined in CIF By-law 212.
CHANGING SCHOOLS - TRANSFERS
A student may have transfer eligibility provided the student is compelled to move from any school to a CIF school due to:
- A bona fide change of residence from one school attendance area to the attendance area of the new school by the parents or legal guardian(s) and siblings with whom the student established residential eligibility at the prior school, or
- Without a change of residence, any student who transfers without a change of residence by the parents will be ineligible for varsity competition in any sport played at the previous school in the last 12 months. Lower-level competition is allowed, unless the transfer was for disciplinary reasons. A "Transfer Eligibility" form must be on file in the District Athletics Office prior to competition in any contest. A CIF 510 Form regarding pre-enrollment contact must be included in transfer paperwork and approved before the student can participate in a contest.
Additional restrictions may apply. Always check with your school administrators before you change schools to determine whether the change will affect your athletic eligibility, and for waiver criteria.
CHANGING SCHOOLS - HARDSHIPS
If you change schools and your parent(s) or legal guardian(s) and siblings do not move to the attendance area of your new school, you will have restricted eligibility for one year unless you qualify for a hardship. A hardship is defined as an unforeseeable, unavoidable, or uncorrectable act, condition, or event, which causes the imposition of a severe and non-athletic burden upon the student or his/her family. The three considerations for hardships are: financial considerations, medical considerations, and family circumstances.
SCHOLASTIC ELIGIBILITY
Do not change your course schedule or drop a course without first consulting with your school administrator, counselor, or athletic director to determine whether it will affect your eligibility. A student is scholastically eligible if all of the following are true:
- The student is currently enrolled in at least 20 semester periods of work.
- The student passed at least 20 semester periods of work at the completion of the previous regular grading period.
- The student is maintaining minimum progress toward meeting the high school graduation requirements as prescribed by the governing board.
- The student has maintained, during the previous grading period, a minimum of a 2.0 grade point average on a 4.0 scale in all enrolled courses.
SEMESTERS OF ATTENDANCE
A student who first enters the ninth grade of any school following the student's completion of the eighth grade in any school may be eligible for athletic competition during a maximum period of time that is not to exceed eight consecutive semesters following the initial enrollment in the ninth grade of any school, and said eligibility must be used during the student's first eight consecutive semesters of enrollment at that school or any other school.
AGE LIMITATIONS
No student whose nineteenth (19) birthday is attained prior to June 15 shall participate or practice on any team. A student, whose 19th birthday is on June 14, or before, is ineligible for the next school year.
FALSIFYING ANY INFORMATION
Any student whose information has been falsified or forged in order to achieve athletic eligibility will be ineligible in all interscholastic athletic competition for a period of up to 24 months from the date the infraction is verified.
PHYSICAL EXAMINATION AND INSURANCE
An annual physical examination, certifying that the student is physically fit to participate in athletics, and proof of insurance, are required before a student may practice or participate in interscholastic athletic competition.
TIMELINE FOR APPEAL PROCESS STUDENT ELIGIBILITY WAIVER The information below is a summary of the steps and the timeline for the process used in a request for a waiver of student eligibility rules as allowed by the California Interscholastic Federation (CIF) and the Interscholastic Athletic Committee (IAC.) For complete information, please refer to the "Appeals Procedures Handbook", or IAC Rule 103 in the Orangebook.
1. School athletic personnel shall inform student/parent of the eligibility rule, and whether a waiver is allowed through the CIF process. (See Rule 215 regarding hardship waivers.)
2. Request for a Waiver A. School provides "Request for Waiver" form and other pertinent documents applicable to the waiver request, i.e., transcript, report cards, enrollment information, ect.) B. Parents provide additional documents: Written statement indicating the basis of the request (hardship), and appropriate documentation of the hardship indicated. C. Parent is responsible for submitting all required documents no later than two weeks prior to the next scheduled meeting of the Rules Committee. D. After a review by the Comissioner to determine if paperwork is complete, a "Notice of Hearing"will be sent tot he parent, with a copy to the school. Parent (caregiver) must attend the scheduled hearing. E. The decision of the Rules Committee will be communicated by phone to school athetic personnel within two days of the meeting, and followed in writing to the parent within ten school days, with a copy to the school.
3. Appeal of the Decision of the Rules Committee
A. To request an appeal of the decision of the Rules Committe, a written notice of appeal signed by the student and parent must be sent to the Commissioner's Office within fifteen calendar days after the decision is sent to the parent. B. An Appeal Hearing shall be held on the date of the first regularly scheduled Appeals Committee hearing that occurs at least ten school days after the filing of the request. Notice of the hearing shall be sent to the parent within seven calendar days after the date for filing the request has passed. C. A final decision of the Appeals Committee shall be forwarded to the Director of High School Programs within five school days after the hearing is adjourned,and will be forwarded to the appellant within five school days of receipt from the Committee Chairperson.
4. Appeal of the Decision of the Los Angeles City Section A. An appeal to the Executive Director of the State CIF must be initiated within thirty calendar days after a written notice of the Section's decision to deny eligibility is sent (by postmarked mail) to the affected party. RISK WARNING
Participation in any sport can involve many risks of injury. Parents and students must sign an acknowledgment of risk for each sport of participation.
UNDUE INFLUENCE - RECRUITMENT OF ATHLETES
The use of undue influence by any person or persons to secure or retain a student or to secure or retain one or both parents or guardians of a student as residents may cause the student to be ineligible for high school athletics for a period of one year and shall jeopardize the standing of the high school in the California Interscholastic Federation.
ATTENDANCE ON DAY OF A CONTEST
All athletes are expected to attend school on the day of a contest. Exception: Off-track athletes.
COMPETITION ON AN OUTSIDE TEAM
A student on a high school team can become ineligible if the student competes in a contest on an "outside" team in the same sport, during the student's high school season of sport.
USE OF ALCOHOL, TOBACCO, AND ILLEGAL DRUGS
Athletes are prohibited from using any form of alcohol, tobacco, or illegal drugs at the playing site of an interscholastic contest. The penalty is disqualification from that contest. In addition, students and parents should be aware of the effects of other performance enhancing substances and steroids, and are required to sign a form regarding these substances.
STUDENT AWARD LIMITATIONS
A high school student may not receive, from any source, an athletic award for CIF high school competition of more than $100 in value. The total of all athletic awards received for league championships, CIF section championships, and State Championships cannot exceed $250.
When the student participates in other than CIF competition in a CIF approved sport, at any time during the calendar year, the student is governed by the awards rules of the amateur governing body for that sport.
STUDENT PARTICIPATION AND CONDUCT
Student participation in athletic contests is a privilege. As a student athlete, you are expected to conduct yourself in an exemplary manner at all times. During participation in all CIF competition, a student who is ejected or disqualified from participating in the remainder of said contest will be ineligible for the team's next contest. In addition, any student who physically assaults a game or event official shall be banned from interscholastic athletics for the remainder of the student's interscholastic eligibility. Student athletes will be requested to sign a "Code of Conduct", based on the principles of "Pursuing Victory with Honor" at the beginning of the sport season.
SCHOLAR ATHLETE AWARDS
The CIF Los Angeles City Section is proud to offer embossed scholar athlete certificates for those students who maintain a 3.0 GPA or higher during their season of sport. Please contact your school administrator or athletic director for information.
