Results of IAC Rule Changes and/or Additions voted on at the June 5, 2006, IAC Meeting:
Proposal to add language to IAC/CIF Rule 219 regarding "Anticipated Residence Change", "bonafide Residence" and "bonafide Change of Residence." Action Item: (MSP) To add the word "siblings" to Rule 219 in the following sentences:
"If a student transfers to a high school in advance of the anticipated change of residence by the student's parent(s), guardian(s) or caregiver(s) and siblings with whom the student was living when the student established residential eligibility, the student shall become eligible when the parents actually complete a bonafide change of residence to that school's attendance area...
A bonafide residence is defined as the location where the student's parent(s), guardian(s) or caregiver(s) and siblings (with whom eligibility has been established) live with that student and thereby have the use and enjoyment of that location...
A bonafide change of residence shall be defined as movement to a different residence where the parent(s), guardian(s) or caregiver(s) and sibling(with whom eligibility has been established) live with that student and thereby have the use and enjoyment of that location."

The recommended changes reflect what has consistently been the interpretation of the policy in the Section.
Proposal to change the language in IAC Rule 412 A and B regarding split of profit/loss between league schools. Action Item: (MSP) To add the following sentences at the end of Rule 412 A and 412 B:
dependent on unanimous league agreement, all loses or profits need not be shared. Each school will be responsible for its expenses. There will only be pre-sale tickets for the home school. Decisions for Practice Games will be written into the contract."
The Rules Committee's recommendation was based on the following: The proposed amendment to the rule would allow for league agreement in determining receipts and expenses.
Proposal to change Article IV in the Constitution regarding "Officers." Action Item: (MSP) To amend Article IV in the Constitution beginning with the second sentence as indicated in italics:
"The chairperson and vice-chairperson shall be elected in alternate years (Chairperson in 2006 and Vice-Chairperson in 2007) for a two-year term, with elections to take place at the last meeting of the school year prior to the start of the term. In the event the chairperson or vice-chairperson cannot fulfill the term, an election will be held at the meeting nearest to the officers' departure."
The Rules Committee's recommendation was based on the following: to allow for stability in the position of chairperson and vice-chairperson for the benefit of the Committee of the Whole, and to hold the elections prior to the start of the new scholl year so that necessary business can be conducted prior to the end of September. Proposal to amend/clarify IAC Rule 127-2 regarding supervision at contests. Action Item: (MSP) To change the laqnguage in Rule 127-2 as indicated in italics:
For contests held on campus, an administrator or appointed faculty member with designated authority, other than the paid coach in charge of the team, shall be present at all contests. The responsibility for supervision is to be determined by the schools involved in the contest.
For contest held off-compus, an administrator or appointed faculty member representing each school must be present. If the home school administrator or designee is not present at an off-campus site, the game will not start. If after 30 minutes from the established game time no home school administrator or designee is present, the home school shall forfeit the contes. Violations by the visiting school administration will be referred to the Rules Committee.
